In Part 1 of this article, published in the April issue of RVCF Link, we discussed how retailers should go beyond managing supply chain performance and instead manage suppliers more holistically. This requires the retailer to gain a higher-level perspective over its relationships, which begins by gaining a deeper understanding of their suppliers' roles. This enhanced perspective can be used to improve the speed of supplier negotiations and produce more positive outcomes, including optimal resource utilization, an improved customer experience, increased sales and higher margins.

On April 6, 2016 the FDA issued its final ruling under the Food Safety Modernization Act (FSMA). The ruling was issued in the Federal Register of that date (Vol. 81, No. 66 p. 20092). The rule establishes requirements for shippers, loaders, carriers either by motor vehicle or rail, and receivers engaged in the transportation of food for both human and animal consumption.

dove It is with great sadness that we announce the passing of Bill Holder, former Vice President and CIO for Dillard's. Bill was one of RVCF's earliest supporters, joining us for our first conference in 2001 and subsequent events through the years. Bill understood the purpose and need for the RVCF organization, garnering support from both retailers and merchandise suppliers to help shape RVCF into what we are today. We at RVCF appreciate his dedication and pay homage to his efforts to promote collaboration. Our thoughts and prayers are with his family, friends, and colleagues during this time of mourning.

Today's Advanced VMI is a Lot like Modern Doppler Radar – Really, It Is!

Doppler radar is the single greatest advance in weather technology in the past 50 years. Before the late 1980's, weather radar could only detect precipitation. It could see where rain was falling and how heavy it was, but that was it.

Starting in 1988, the National Weather Service rolled out a new type of radar, commonly called Doppler. Doppler radar can not only see the precipitation itself, but can also see which way the precipitation is moving and how fast it's going – essentially, it can see both precipitation and wind.

Early this month, Jonathon Ramsden bid goodbye to his role as Chief Operating Officer of Abercrombie and Fitch. Ramsden partnered with Chief Merchandising Officer Fran Horowitz to run the company. The CEO position has been vacant since 2014.1 This isn't the first time a Chief Merchandising or Procurement Officer was expected to take the reins of leadership. Best Buy is another example of a company that's changed up their C-Suite to promote leaders who have a strong operations track record. The electronics giant pulled in Sharon McCollam for CFO from Williams-Sonoma, a leader in profitable fulfillment. 2 It also grabbed Mary Lou Kelley from Chico's to lead e-commerce.

Reform of the Miscellaneous Tariff Bill Process Clears House and Is Expected to Receive Senate Approval

On April 27, 2016, the United States House of Representatives voted 415 to 2 in favor of The American Manufacturing Competitiveness Act of 2016 (H.R. 4923), which would fundamentally change the Miscellaneous Tariff Bill ("MTB") process in which duties on imports of certain goods into the United States are temporarily suspended or reduced for a three-year period. If no subsequent MTB legislation is passed, the preferential tariff treatment will expire – the last MTB legislation expired in 2012. U.S. importers and manufacturers generally favor MTBs because they allow finished goods to be produced in the United States at significantly lower costs and such savings can be passed along to the consumer.

Suppliers: Is a Lack of Management Buy-In Affecting Compliance?

In this month's "From the Desk of Kim Zablocky" article, Kim suggested that attendees of RVCF conferences bring their bosses to these events. Not only will this allow senior management to experience the true value of RVCF firsthand, but getting approval for conference registration fees will probably be less of an obstacle in the future.

While management buy-in is important for attending RVCF conferences and maximizing the return on your membership investment, we believe senior-level support is critical across the board for our supplier members. Vendor compliance and supply chain operations departments in particular, with shoestring budgets and skeleton staffs, need that support to meet retailer requirements and ensure that action is taken when those requirements are not met.
